From the Frontlines to the Frontline of Healthcare
With over 34 years of experience as a senior officer in the Rwanda Defence Force (RDF), Dr. Ngabo’s career is rooted in the intersection of strategic planning and clinical excellence. As the former Head of Air Medical Evacuations, he witnessed the systemic “Referral Trap” the reality that many patients reach tertiary hospitals only when their disease is advanced, often because the primary care level lacked the specialized governance to intervene earlier.
Global Strategic Leadership: Head of Force Medical Services (UNMISS)
Dr. Ngabo’s expertise extends to the international stage, having served as the Head of Force Medical Services for the United Nations Mission in South Sudan (UNMISS). In this high-stakes role, he provided strategic oversight and operational command for the medical support of one of the world’s largest and most complex peacekeeping missions.
Leading a multinational medical force, he mastered the art of:
- Systems Integration: Coordinating Level I and Level II hospitals across vast, remote territories to ensure seamless care for thousands of personnel.
- Clinical Governance in Crisis: Maintaining rigorous medical protocols and life-saving interventions in volatile, resource-constrained environments.
- Resource Optimization: Managing complex medical supply chains to ensure maximum health outcomes with disciplined efficiency.
The Vision for HES
Drawing from his leadership at UNMISS and the RDF, Dr. Ngabo founded Health Equity Solutions (HES) Ltd to address Rwanda’s NCD crisis. Having identified that the biggest number of internal medicine beds are occupied by chronic patients, his mission is to move away from “crisis management” toward Definitive Primary Care. By bringing the “Command and Control” precision of military medicine to Health Centers, he aims to keep the Rwandan people active, productive, and out of the hospital.
A Personal Commitment
Beyond the clinical data and the strategic proposals, Dr. Ngabo is driven by a commitment to the welfare of his fellow citizens, particularly the veteran community. He believes that every Rwandan—regardless of their location—deserves access to specialist-level expertise that protects both their health and their family’s financial stability.
